Noviembre, el mes más festivo de nuestra ciudad, se viste de gala para recibir el acostumbrado maratón de festivales, exposiciones, cócteles, aperturas y demás, arropados por un excelente clima en la ciudad, que saca nuevo lustre a los valores de antaño: la cordialidad y amabilidad de su gente valores que deben seguir vigentes.
Como tema, la transparencia en el manejo de recursos está en boga; sin embargo no así en la práctica. El observatorio ciudadano presentó un informe donde reprueba a esta administración en materia de transparencia y rendición de cuentas.
Creo que la transparencia se debe solicitar no sólo al gobierno, sino a todas las organizaciones no gubernamentales, cámaras y sindicatos, universidades públicas, etc., que manejan recursos ajenos destinados a un objetivo social determinado.
En ciertas ocasiones, cuando se piden cuentas, se hiere la susceptibilidad de la gente, se ofende y tacha de problemáticas a las personas que exigen las cuentas claras. ¿Acaso se olvidan que no estamos pidiendo cuentas de su cartera y que están obligados a entregar información a cualquier socio que lo solicite?
Te invito a sumarte a esta cruzada por la transparencia y la rendición de cuentas en cualquier organización en la que participes. Vamos trabajando por un México más honesto, iniciando por nuestro propio círculo social.
Al rendir cuentas tanto a los patrocinadores como a los beneficiados de los programas, se logran sociedades más justas y más participativas, y las instituciones ganan legitimidad. La legitimidad no se gana en votaciones o con dedazo; tampoco lo otorga un membrete o el título de presidente, sino la vinculación clara con los diferentes sectores involucrados, la ética y trayectoria de la persona que preside dicha institución. Por ahora y en nuestro país, la pregunta todavía queda en el aire: quienes presiden instituciones sociales y publicas , ¿están para servir o para servirse?

November, the most festive month of the year in our city, dresses up to receive the usual marathon of festivals, exhibitions, cocktail parties, openings and such. Bathed in the city’s excellent climate, a new luster reminds us of the values of yester year: the warmth and friendliness of our people, values which should continue to apply even in 2009.
Transparency and accountability for public finances is the topic of the day in conversations around town, but sadly to say our current government falls short.
A citizens watch group submitted a report which gives out failing grades for city hall is lack of accountability and refusal to produce clear expense reports.
I believe that transparency should not only be demanded from the government but from all nongovernmental organizations, chambers and trade unions, public universities, etc.., that is all those who handle outside resources destined for a particular social goal.
Sometimes asking to account for expenses, might hurt people’s feelings, and those who demand accountability are targeted and accused of being problematic. Could it be that they forget that we are not asking for an account of their personal finances and that upon formal request they are required to submit information to any member?
I invite you to join this crusade in favor of transparency and accountability in any organization you are participating in. Let us work towards a more honest Mexico, starting with our own social circle.
Upon accounting for expenditures both to sponsors and beneficiaries of programs, more just and more participating societies are achieved. In addition institutions attain legitimacy. Legitimacy is not gained solely by voting or by appointing someone to a position. Nor is it bestowed by a letterhead or the title of president, but rather it is earned through a clear link between the various sectors that are involved, through ethical behaviour and through the actions of the person presiding that institution. In our country the question still hangs in the balance: are those who preside over social and public institutions there to serve others or to serve themselves?
